So far, ofthe number ARRL has tested, only a handul of import bulbs bought from
eBay sellers have exceeded FCC limits. Having said that, if a neighbor has a
dozen bulbs operating at the limits, hams will see about S7 noise levels.
When ARRL bought a lot of these bulbs from various "box store" outlets and a
few lighting centers, we found that all from those sources met the FCC rules.

I hate to generalize from a small sample, but years ago when LED bulbs were
still relatively new I bought 2 of them to test out. The first one I tried had
a similarly wide voltage range, like 85-260v, and was horribly noisy... that
one I donated to the arrl for further testing. The other one was marked as
only 120v , it was quiet and is still in use today.
