Ed, this has lately been a huge point of discussion on the RSGB Technical
site I subscribe to. In general, Europe is far more responsible to the RFI
regulations than the USA. Germany is the country that drove in the
harmonic tests and limits on the power grid. Not to mention original
requirements for flicker (unstable power draw from the power grid).
Harmonics and flicker are usually addressed as a single and required test
by the EU.
The US would do well to REQUIRE PFC, power factor correction - reactive
loads to the power grid. It's very similar to SWR in our hobby. High SWR
eats finals in our transmitters. Reactive loads on the power grid heat the
big and tremendously expensive power generators. No different.
