I wouldn't disagree with anything you wrote!  I put food on our table and a
roof over our heads as an EMC/RFI engineer for some 40 years.   I'm
retired, thank heaven.   I've witnessed the slippery downward slide of the
FCC's lack of care for anything involved in CFR47 (the FCC "charter", if
you will).  Part 15 is a joke.  At present, FCC is just a collection of
overpaid lawyers who wouldn't know RF energy if it bit them in the
posterior.  OET has been gutted - once a highly respected technical office
at the FCC.
