[RFI] 80 Meter RFI

I have an S9+ noise on 80M day and night, but it occasionally goes away. Its a 
reoccurring pattern, pay attention to 15 seconds into the video.  I've shut my 
house down and run on battery, its not me. Any idea what to look for other than 
a just a power supply?Thanks,
