Hey Jay, 

Hope all is well with you!

How does one go about submitting a change to the contest.  I noted a 
change in the rules this year on the power.  

I would like to propose a change to the starting time 1800Z to 1600Z and 
ending at 2400Z vs 0200Z.  Just move it up a couple of hours.
