[RTTY] [TCG] W0ETC NAQP RTTY

Did better than I thought I would for being forced into using the old
TS930S, running in AFSK mode at that.  I decided I'd be happy if my score
hit 20K:

Lets do this again in six months instead of waiting another year.
I never have been able to figure out why the other NAQPs happen
twice a year but NAQP RTTY only once a year.
