No, it does not say this. See:

I have enough trouble with manually editing all the Sprint logs received with
columns of 599 in them, never mind getting folks to put the wrong contest name
in the log.

BARTG Sprint logs must have the contest name as:  BARTG-SPRINT
BARTG HF RTTY contest logs must have the contest name as: BARTG-RTTY
