Without asking others on this reflector, how do you know Bill is a
lone dissenter? He may be the first to go public with his dissent,
but I doubt very much that he is alone -- in fact, I know he is not
alone in his sentiment.
But whether or not he is a lone dissenter is not at issue here.
What is at issue, as Bill has raised, is your repeated sending of the
same message, with no new information.

This is a complete red herring. Your suspicions of Bill's knowledge
of Radio Science is not at issue here.
