[RTTY] RTTY WAS Tracking (AD1C site)

Backfill is complete.  Old info has been transitioned to the new database.  
Created an trend chart of "RTTY WAS Award Issuance vs Time".  Will try to find 
a place to post it.  Interesting to see the trend over time, especially the 
shoot-up starting March 2006 when it was possible to file for the award with 
LoTW credits.
