I've been exchanging E-mail with Bill. Yes, he has N8S in his LoTW log, he's
not making it up :-) I thought it was a 1x1 search problem on the "Find Call"
LoTW page, but K7C QSOs have been uploaded.
All I can think of is that someone back-doored some but not all of the N8S QSOs
into LoTW. This is purely speculation on my part. I can't think of any other
way.
