Demonstratively not true.  Many SO1R competitions already have a 
back-up or mobile radio that can be put into service.  Basic LPT 
controlled SO2R controllers can be assembled for less than $25 and 
a simple trap vertical/trap dipole can be used effectively for the 
second radio at a very low cost.  

Any attempt to divide the Single Operator entry class base on 
operating technique is the equivalent of dividing living quarters 
based on ethnicity.
