[RTTY] Zone sent as letters?

I copied two stations today whose report was received the same way:

    599 PR AL

The zone (04) is ALWAYS being sent (received) as "PR" instead of "04".
 It's 100% consistent, I never see the numerical zone.

Is this a problem on the sender's end, or my end?  And if so, what is the fix?

I'm using WriteLog with MMTTY.
