REPLY:

If you are using AFSK, where you inject the audio tones into the mike
input, high tones are preferred so the second harmonic will be outside
the audio passband of the transmitter. With low tones you risk
transmitting two signals at once, although the second harmonic(s) will
be weaker, or course.

With FSK it's not an issue and you can use any tone pair you want.
