Back in February and March on QRZ.com and the Digital Radio Yahoo eGroup
there was quite a controversy as to whether ROS was legal in the U.S. on the
VHF/HF bands. Earlier the FCC had tentatively surmised that ROS was illegal
because it was a spread spectrum mode. I'm not sure what the official FCC
determination has been as of yet so have not used ROS myself.
