Yes BUT - how many of those Technicians have an HF rig, interface & a
suitable antenna to actually get on the air.  I would guess most have a
computer but many of those Techs' entire shack hangs on their belt or fits
in their shirt pocket.  The Novices are a different story but there is only
16K of those.

I just happened to notice that U.S. Novice and Technician class licensees
have 200W RTTY privileges from 28.0 to 28.3, and SSB from 28.3 to 28.5.

Considering the current license demographics, that is quite a pool of
potential unique QSO's on 10 meters:

Extra  122,268
Advanced  59,769
General 155,106
Tech   341,691
Novice 16,057
Total 694,891
