I asked that same Question Yesterday...
It is S9 here, Seems to be FEC or a RTTY Type signal.

Joe, W4TV said it might be a CW signal.
But Try any settings on FLdigi, I can't decode it.

Its Loud, Wide, And its smack dab in the middle of 18M Digital...
