We have no restrictions.

So - I could *legally* run SSB or AM right down to 3500 Khz as long as
I keep my sidebands within the band.

Band plans say its not a good idea, but there is no legal restrictions
to prevent such operation.
I do understand that U.S. hams have restrictions based on license class.
