As I recall the IC-551D tunes in 100 Hz steps which may not be fine enough
for fsk RTTY.
You may be able to run AFSK with 'net' enabled.

The Instruction Manual does not list FSK, the mode switch does not
have an RTTY or FSK position and the ACC connector does not have
an FSK input. I would say that the IC-551D can only operate RTTY
by using AFSK in LSB (or USB).
