Go to this FCC page

In the box called Details, there is a popup menu called Type of Filing.
Select "Reply to Comments." (The menu defaults to "Comment.")
When you open a page to a comment, you will be directed to a URL like:
http://apps.fcc.gov/ecfs/comment/view?id=60xxxxxxxx
You can probably help the FCC lawyer out by pointing out that URL, or multiple
URLs if you are responding to a bunch of knuckleheads that are cutting and
pasting from some boiler plate.
