The likelihood of Fishing For QSLs is much lower where there is cost
to the fisherman as there would be even if the card goes VIA BURO.
With LOTW's model, it's impossible without cooperation of both parties
and even then, it's not really "fishing" any more. Surely that has
happened but there is no protection against people so desperate to get
a piece of paper that they'll do organized cheating ...
