Probably not unless the IARU societies took it on themselves to
file comments with the FCC *or * have their own regulators file
comments through diplomatic channels and the ITU.

That is not correct.  I've test filed (entered everything to the point
of pressing "Send") comments using my son's address in Montreal, Canada
and the system appears to work.  The key is to click the "International
Address" radio button in Address block at:
   http://apps.fcc.gov/ecfs/upload/display?z=1hszp (for uploading)
or http://apps.fcc.gov/ecfs/upload/display?z=evw36 (for simple -
  "express" - comments).

It is entirely appropriate for non-US amateurs to file comments
regarding RM-11708 citing the IARU opposition to both automated systems
and wideband data.  In addition, it is appropriate to point out that
because the US represents nearly half of all amateurs licensed for HF
operation anything that significantly increases the bandwidth of
emissions used by US amateurs will have a major negative impact on
amateurs in the entire rest of the world.

Thanks to a lot of work from folks on the Save/CW/RTTY team and a whole
bunch of other concerned folks, we are armed with good information as
to why
RM-11708 is bad.   The latest web page about "Why has the ARRL
pushed so
hard for RM-11708" tells a very compelling story.   See

Can we all focus on recruiting other folks to file FCC comments?   The
recreational boaters are out numbering us on FCC comments by close to
3 to
1.   We have to get this killed at the FCC level because after
connecting
the dots on the web page above, I feel we cannot depend on any fair
outcome
from the ARRL or any band plan that comes from them.



What can we do?
