Note that for the US, "Call Areas" are handled different in this contest as
compared to the BARTG events.

For JARTS WW RTTY, US stations are not required to sign their call sign with
a portable designator when they operate in a "call areas" different than
their call sign prefix would indicate.  The rules only require that the
license regulations are followed and in the US it is not required to use a
portable designator when operating from a call area different than the call
sign prefix.  For example, W0YK operating from California does not have to
sign "W0YK/6", but can choose to sign only "W0YK".

However, the contest multiplier depends on the call sign as transmitted.  In
the same example, signing "W0YK" will count as the Zero call area, whereas
signing "W0YK/6" will count as the Sixth call area for multiplier purposes.
