You have to wonder why the ARRL is pushing for this.
There are thousands of guys around the world on RTTY and probably just a
small portion on the unattended modes. Just guys in boats or what? I
guess this is another instance of 'minority rules'. 73

The more I look at this it's only a way to justify RM-11708 after the
