This is so obvious and ingrained, its out of my consciousness.  And, yes, the 
CQ WW Committee added it to the rules a couple years ago.  Our reason was that 
some "errant" stations were cleansing their log after the contest with 
databases to correct busted calls.  That's unfortunate because the real reason 
is for accurate (fast) communication of a correct(ed) call, which is the whole 
point of contesting.
