That crowd is mostly above 3850.

I don't spend a lot of time on 80m phone, but I can say that even during SS I 
have no problem finding a place to run below 3790. Most practical antennas are 
a problem on that band anyway as it's nigh on impossible to achieve enough 
bandwidth to operate over even half of it.  3600-3650 is reminiscent of 
7100-7125 where the ARRL ensures that segment is enjoyed by all of region 2 
except the continental US.
