[RTTY] Ten-Meter RTTY Contest Log Submission reminder

For those submitting Cabrillo logs for the Ten-Meter RTTY Contest, please
remember to check your Cabrillo file before sending. Especially check to
make sure the power category is LOW. Any logs received with a power category
of HIGH will be classified as CHECKLOG.
