That is my understanding of USOS operation.  It is also the reason for
the old argument about using "-" instead of <space> in a string like
599 05 05 NY NY (e.g. 599-05-05 NY NY) in order to save the "extra"
<LTRS><FIGS> preceding each instance of "05"

sequence seems kinda crazy, but I'd like to know for sure so I can simulate what really 
out there in the wild.
