When I changed F2 to exactly what you have there,
I got the same problem with F3, but SD sent the serial
twice with F2, and only the O in the District Code.

The reason, or the cause, is the # in front of the
District Code.  That shouldn't be there.  SD thinks #Y
is a parameter of some sort, but it's undefined.  Once
it's removed, the keyer works normally.
