[SD-User] Reference files.

I have just downloaded the latest version 12.04

1) Are the .CTY files current or do I have to get the latest files?

2) If so, what is the process for applying them?

3) There is no current master.dta file so I have downloaded it, how 
do I apply it?

I cannot find anything in the manual or of the web-site.
