[SECC] Stealth Operating?

Hi all...

        Does anyone have any information on stealth operating... 
specifically within an apartment?  I am not sure if operating HF is 
against the rules of the complex... and don't necessary want to ask 
(letting the cat out of the box, so to speak)

        Any clues/information that you can pass along would be 
appreciated.
