[SECC] ARRL Phone SS

To have a consistent top 10 score for the ARRL Phone SS we must move west or
southeast from Georgia.   Say Louisiana, Texas, California, Nevada, or
Colorado.   Or Southeast to KP2 or KP4.

This used to irk the brass at ARRL HQ before K1ZZ et al came into power.
This is why K1AR, K3LR
and others don't try.  My hat is off to anyone who can do well from Georgia
such as W4AN or K4BAI.
The CW SS provides a better shot for SECC but not much.  But even where its
hard to place in the top 10 in say the CQ WW or ARRL DX from here its easier
than from Texas or California.
