As a Cdn M/M operator, we got in the habit of entering zones manually rather
than hitting enter and not using the zero ahead of the zone. This resolved the
conflict between the data base default and actual zone. If we found in log
checking after the contest that a stn was shown with two different zones, we
would accept the "4" rather than the "05".
