Note that the good result of Jon's information from Dan is that it is 
perfectly OK with the ARRL for us to move our circle from time to time. 
  We just must have the same circle for both sessions of SS and for both 
sessions of ARRL DX contest, since the awards are for both modes 
combined.  Makes sense.
