[SECC] Club procedures

SECC was formed to give us an organization for which we could submit scores, 
and a "place" we could call our contesting home.  SECC's main purpose is to 
maximize contesting fun.

Do what's neccessary to comply with the rules of the ARRL and other 
organizations, but please don't get bogged down fussing with bylaws and 
"internal procedures" -- 'cause then it's not fun any more...
