The ARRL rules are clear that a roster must be submitted indicating  
the eligible members from each club. We've done this for many years  
for the ARRL contests.

I can't speak for CQ contests, but it's pretty clear that ARRL has  
enough information to judge the submissions correctly, regardless of  
who submits for the club.

If the submitted club affiliation is all that is necessary, then it  
might be possible for a rival club or disgruntled member to sully a  
clubs entry by submitting an ineligible log ! That's why the rosters  
are needed.
