Hi,

Earlier this year we had some discussion and consensus (mostly) on some rule 
changes for GQP.
I reviewed these changes with Rick and Jeff, Pres/VP, and we are about to post 
these chages.
Logging Program authors and suppliers will be contacted for updates.

Here are the main changes.

DC added, separating MD from MDC.  MD and DC will be correct, MDC not.
Canadian Prov/Terr list revised to 13 entries, matching RAC Canada Day listing.

For GA stations, mults are also counted by band.  
(51 USA + 13 VE)  x  2 Modes  x  5 bands = 640 Possible Mults.

For Out of State stations, mults are also counted by band.
159 Counties  x  2 Modes  x  5 bands = 1590 possible mults
(Discussion on this was mixed, but I found it easy to put into code.)

"By Band" for all entrants will probably extend the activity we now enjoy, and 
give all stations a reason to make more contacts.

A Mixed operation may be split into PH and/or CW entries...  
The mixed entry is not allowed in this case.  (No double entry of contacts)
Separate log files are required to be submitted.
(This corrects the prior rule allowing 3 entries from one mixed log, and double 
use of contacts.)

Summary forms are not required for Cabrillo or electronic log entries.  
(summary details are generated automatically on scoring)
Paper log submissions still should submit a summary, and supply details.

All paper logs will be accepted for awards, 100 contact rule removed.  (We got 
some flack on this, and never enforced it anyway.)

A GA rover may also submit a fixed home station entry, if the rover has not 
made Rover contacts from the home county.
Separate log submissions are required.   (Pehaps a few home stations might make 
a local rover run?)
(this was not on the forum earlier, but seems to be a good idea, and has no 
external impact.  Thoughts/Feedback?)

The above changes have all been impemented in my score software, and can be 
switched on and off as needed.

Also put in the software but NOT activated is the ability to add 6M and 160M 
bands.
Several other QSO parties use 6 and 160.  
My feeling is that 160 would be a good add.
160 might get more activity from the close in states, a problem we have every 
year based on propagation.
This would mostly be fixed station acvtivity as mobiles are challenged on "top 
band".

6M... why not?

I will wait a few days for input here, and then post changes on the web site.
There are other minor wording changes and in other rule areas, but hopefully 
only clarification or simplification.
I welcome comment and correction, here or privately.

We have folks to work on rovers, plaques, prizes and publicity... they will get 
fired up shortly.

AND, my connection to the host site for updates is not working.  It did work 
this summer, but something has changed.
Who do I contact at contesting.com for help...  I do have a couple notes out, 
but no answers yet.
