I understand that, and I do handle my own spam-prevention (hence my running my
own mail server). But the vast majority of ISP customers don't want to deal
with it, and come no where near having the skills to handle it on their own -
they want the ISP to handle it, and if the ISP doesn't handle it, they'll go
elsewhere. They vastly outnumber those of us who are competent to handle
spam-prevention on our own, and I don't really blame the ISPs for pandering to
them.
