[SECC] Correction: NAQP Times

Thanks to Don, W4OC, for pointing out my error in the times for NAQP. 
18Z to 06Z (not 02Z).  That is finishing up at 0200 EDT, which is 06Z. 
Otherwise, we couldn't get in even 10 hours.  I think that is the second 
time that I have typed that mistake.  Old age is rushing up on me 
whether I want to admit it or not.  73, John.
