[SECC] SECC Circle Page

W4DD brought up our circle page the other day., so I found the code
and fixed it up some. The roster is being pulled from a MySQL database
that may be a little out of date as far as members go, but  you all
get the basic idea (please take it at face value). I've only tested
the page in Firefox 2 and it rendered ok, so it may or may not render
in the other browsers correctly.
