[SECC] Dupe checking software?

Seems like I saw somewhere there was a software program
that checked say your Cabrillo file for "near" dupes.  When one
looks at his analysis programs from CQ contests, there is a
section on near dupes.  Can't I check this before I submit?  Couldn't
I take out some that really do appear to be dupes such AB4MM vs AB5MM
when they both show Texas as their state.  I'd rather lose one contact than
a penalty.
