[SECC] Deadline for CQ WW SSB Log Submission

Note the new short deadline for CQ WW log submission is five days. That 
means that, for the SSB contest last weekend, the log must be submitted 
by Friday November 2.

You may be able to get an extension for unusual circumstances if you ask 
for it before the deadline.  If I were going to need an extension, I'd 
ask for it NOW.
