[SECC] Lifting one for Bill, W4AN (SK)

I was reading some of W8JI?s web site when I was reminded that Bill Fisher, 
W4AN passed away this month, ten years ago. 

He may be gone, but he?s not forgotten. Ten years later, he is still 
influencing my radio and contesting efforts.
