[SECC] Vote on Changing Circle

The votes are in.  The vote was unanimous to change the circles slightly 
to get the NC QTH of Dave, W2GDJ, inside the SECC circle for both CQ and 
ARRL Contests.  Dave has already submitted a CQ 160 CW score for SECC 
(CQ 160 doesn't seem to require use of the circle restriction.).

Don't forget to let me know if you can be on a team for SSB Sprint 
Saturdany night.  Have K4BAI, KU8E, K4XL.  Who else will join us?
