Speaking for myself, I'd like anyone's points for any contest for SECC. 
  I am not presently prepared to operate RTTY to make my own 
contribution for club points.

I think the changed rule applies only to CQ WW DX Contests, so that 
would affect only the September RTTY WW DX Contest.  I assume, but do 
not know, that other CQ Contests, such as CQ WPX RTTY, will adopt the 
same circle.

There has been no change to the ARRL circle announced as yet and other 
clubs may define eligible club members differently.
