[Trlog] Tracking off-time in contests

Hi Pat,

I can't tell you which version this changed in, but a few years ago, TR *did* 
have an off-time calculator.  As I recall, it worked fairly well.  I'm a bit 
sketchy on the details, perhaps someone else on the list can fill in, but there 
was some reason why Tree discontinued this feature.
