OK, first thing I would do is take a look at the BIOS and see if the
slots are in AUTO or something else. Then, change it to a different
slot if one is available.

I assume you're using Windows, so from there, it's a simple matter of
Start-Settings-Control Panel-Device manager, and then click on the
ports setting.
You may find that you can simply change the address of the port by
clicking on the "basic settings" bar. With IRQ9, you can use the
address for Comm 2,3,4, but, since IRQ3 is generally used for Comm 2
and 4, I'd try to change both.

As a last ditch effort, system.ini in Windows has the comm port
settings it it. Try just
editing the [Ports} portion.

Incidentally, I always keep a backup copy of system.ini and win.ini as
"sysini.bak" and 
"winini.bak". And before installation of any program or device, I make
sure the backups are current first. If the system malfunctions, just
copy the .bak files back to the .ini
files.
