[Trlog] No Records Produced in LOTW TQSL?

Has anyone who is submitting their logs to LOTW had a situation when in
TQSL, the result was "no records produced" ?

If so, what was the fix? I Cabrillo'ed an old SS CW file and tried to
encrypt it and got the above message.

I've checked over the file and it looks okay -- I created the carbrillo from
a TRLog .dat file in TRLog's POST.

Other files were successfully created and uploaded to LOTW.
