The file I think being used for the mich qso party by instate mobiles is
miqp.dom
If I remember correctly, there are no ";"'s anywhere in that file. But
there isnt in any of the other state qso party files either. (i.e.
wiqsowi.dom and mqp.dom)
Should there be? Ive never had a problem with the minn or wisconsin files.
