[Trlog] Initial Zone Errors for some countries

If you were using the latest version - you probably had some frustration
in the CQ WW contest with the initial zones coming up wrong for some
countries - like USA and VE.  

I have this fixed now.  It was a bug introduced when I changed the program
to support the new CTY.DAT file.

You can download a fixed version at http://www.kkn.net/~tree.  Look for
TR691.ZIP.
