You shouldn't have had a problem with the MI QSO Party--no RS(T)s in
the exchange.  If you had a problem with the MI QP Cabrillo, try first
changing the MI config file to specify 
CONTEST = CAL QSO PARTY
and regenerate a Cabrillo with POST.  You might need to fix the
resulting Cabrillo header to say MI instead of CA, but most of the
Cabrillo should be OK.  Check before submitting, of course.

Florida is another matter--RST is part of the exchange.

When the RST problem happens to me, I try to be creative with a text
editor.  For example, using MS Word you can replace
W9RE      ?????
with
W9RE        599
(using wildcards) to fix the sent CW RST.  If you operated both CW and
phone, you would need to do the replacement line by line to get the
correct 599 only on each CW line, and then again similarly to get 59 on
each phone line.

Likewise, you can replace
  1  
(that is, space-space-1-space)
with 
599 
(that is, 599-space) to fix the received CW RST.  Again, if you
operated both CW and phone, you would need to do the replacement twice,
each time line by line.  If some extremist gave you an RS(T) other than
599 or 59, you would need to fix that guy individually by comparing the
DAT with the CBR (as the latter doesn't contain RS(T)s).

I find that it takes some experimentation to get the spacing correct.
Work on a copy of the .cbr and save whatever turns out right.  Good
